2005 National Gang Threat Assessment Gangs affect American society at all levels, causing heightened fear, crime, and economic costs. Violent criminal groups affect public safety, community image, and quality of life in too many of our communities. The purpose of the 2005 National Gang Threat Assessment is to provide a national and regional picture of the threat posed by gangs. It is anticipated that this document will help federal, state, and local policymakers and law enforcement agency administrators understand the dimensions of the gang problem and assist them in formulating policy and allocating resources.
